Felton should be banned from boxing and why in the #$%( is he allowed to still fight after his antics in DC and MD?

What did Felton do? I've only seen him twice, and was impressed with his performance both times. He came across as a polite and dedicated young man when we chatted briefly at an event where he wasn't on the card.
